Licensing

As a regulatory body, the Johor Port Authority (JPA) also has the task of licensing companies that wish to use the services at Johor Port, Port of Tanjung Pelepas and also at the private jetties in JPA’s area of supervision. Thus, every company needing the license concerned must make an application at JPA.

Payments for licenses issued by JPA for the period of one year are as follows :-

Bunkering :  RM 1000.00
Stuffing/Unstuffing :  RM 1000.00
Lashing/Unlashing :  RM   500.00
Ship Chandling :  RM   500.00
Tally Clerk :  RM   500.00
Pilot :          -
Private Jetty :  RM  2000.00   +   RM 100.00 (processing charges)
Stevedoring :  RM   500.00  

 

BUNKERING, STUFFING, LASHING, SHIP CHANDLING AND TALLY CLERK LICENSES.

Applications for these licenses must be made at the JPA office by submitting an application form with the company profile and some other conditions that need to be filled.

To obtain the licenses, an application must attach the company profile, a certified copy of a Finance Ministry License and Forms 24 and 49 (if applicable), with the application form. A certified copy of a PDA license is also required for a company applying for a bunkering license.

After receiving a new application form from an applicant, JPA will process the form. JPA will inform the applicant whether or not his/her application is approved. If it is approved, the applicant must take the license at the JPA office and pay RM75.00.

PILOT LICENSE.

An applicant (JPB/PTP marine unit) for a pilot’s license is required to submit the following documents to JPA:-

  i. Application letter from the company, stating the type of license applied for
  ii. Pilot track record
  iii. Ship piloting test
  iv. Copy of existing pilot’s license
  iv. Simulator course (for license A2 and above)
  vi. Copy of Proficiency Certificate
  ivii. Medical Check up

Every applicant will take two tests, namely a Written test to be conducted by JPA and an Oral Test to be conducted by a technical panel from the Marine Department, the Malaysian Marine Academy (ALAM), JPB / PTP and JPA. The results of the test will be taken up to the Piloting Committee who will interview the applicant. If the applicant passes, the pilot’s license will be issued.

A pilot’s license comes in five levels :

  i. A pilot’s license comes in five levels
  ii. Class A1
  iii. Class  A2
  iv. Class B
  v. Class C

When a license is issued, the holder is given 5 years to take the Pilot’s license at the next level. An expired license must be renewed by submitting an application letter to the Piloting Committee.

PRIVATE JETTY LICENSE

To obtain a Private Jetty License, the applicant must make the application at JPA by submitting an application form with the company profile and other conditions as follows :

  i. Permit to use a Private Jetty under Section 33, Customs Act 1967.
  ii. Letters from Government Department stating they have no objection.
  iii. ......

  v. A certified copy of the Constitution / Company Memorandum (Memorandum of Association – MOA) and Articles of Association (AOA)
  vi. A certified copy of the Registration Certificate of the Company / Business (Company Act 1965).
  vii. A copy of the plan of the jetty including the area around it.
  viii. A copy of the cargo declared for the applicant to be licensed to operate.
  ix. Account opened at JPA and Bank Guarantee
     

After JPA receives an application form from an applicant, the form will be processed. JPA will send a letter informing the applicant whether or not the application is approved.
